The “second lake” at Andover College caused by a blocked culvert by the car park may soon be resolved after weeks of researching who was responsible.
Officials from Hampshire County Council, Test Valley Borough Council and Andover College have been trying to find out who was responsible for carrying out the required work as it has been ongoing for several weeks.



The college has formed a plan for both removing the blockage and improving the culvert so that it should not happen again. The delay has occurred because yet again too many agencies involved and no one wanted to take the lead. It turns out that a meeting was held on 22 May. However, the environment agency rep was on holiday and with no stand in, no progress. I spent three days getting to these simple facts. It underscores my belief that this town needs to reform it’s 3 council approach. Too many councilors and not enough control.
