It is a yo-yo system that wastes our (tax paying and water bill paying) money because of the administration involved over deciding WHO should do the work. These authorities and the way they are governed do not serve the public, they are “self-service”, encouraged to be so by out of touch governments over the years; profit is everything, duty is nothing.
