What is the aim of the Partnership ?
The key aim will be to bring more people into Andover town centre, make them stay longer, use town centre businesses more and want to return more often.
Who is the Town Centre Manager working for ?
Chris Gregory is an independent freelance Town Centre Manager and has been contracted by an alliance of Andover Town Council, Test Valley Borough Council and Hampshire County Council. Chris is totally independent of any of these bodies and his key role will be to support a completely independent Town Centre Partnership.
How will the Partnership be independent ?
The Andover Town Centre Partnership will be led by town centre businesses for town centre businesses. The Partnership will be governed by a Steering Group, the majority of which will be town centre business members. The Partnership will generate its own funds and have an independent bank account.
So what sort of things will the Partnership do ?
The Partnership will do what its members want it to do, although we have already identified the opportunity to develop new town centre events, increase marketing & promotion, organise business networking events, improve the appearance of the town and create a strong body to lobby for significant improvements in Andover.
How will it be funded ?
The management costs of the Town Centre Manager will be covered by the three Councils and the agreed arrangements suggested by Chris Gregory provide a £5000 annual core budget for the Partnership. It is imperative that this figure is increased significantly and so businesses are being asked to pay a membership fee to join the Partnership as an investment on the business returns that they will derive.
How much is it to join ?
Depending on the size of your business in terms of rateable value, it will cost from £75 to £275 per year to join the Partnership and all membership income will go into the Partnership bank account to fund the plan of town centre improvements – no membership income will be diverted to any of the Councils, to central Government, to the Town Centre Manager or anywhere else.

You should join as an investment in your business – the benefits of being a member of the Town Centre Partnership will included increased updates on key issues, affiliate membership of the Hampshire Chamber of Commerce and a package of improvement measures specifically aimed at driving footfall into Andover Town Centre.
